Zeeland BPW Completes Long-Term Power Supply Strategic Plan

Zeeland Board of Public Works (BPW) has completed its Power Supply Strategic Plan, marking the conclusion of a comprehensive planning process that will guide how the community is powered for years to come. The updated Integrated Resource Plan (IRP) charts a course for reliable, affordable, and sustainable energy for Zeeland residents and businesses.

An Integrated Resource Plan is a long-term strategy used by electric utilities to evaluate how community energy needs can best be met. These plans span 10 to 20 years and are designed to remain flexible as conditions change. To ensure they stay relevant, IRPs are reviewed and updated on a regular cycle, typically every five years, allowing utilities to reevaluate their approach in response to market changes, advances in technology, evolving industry trends, and changing customer expectations.

A Community-Centered Process

The planning process, which launched in summer 2025, was built around community input from the start. Zeeland BPW partnered with nFront Consulting LLC, a firm with extensive experience supporting public power utilities, to lead both the technical analysis and stakeholder engagement components of the project.

Over the course of nearly a year, the process included a public community discussion session, a community-wide digital survey, and three Stakeholder Working Group sessions that brought together residents, businesses, and community leaders to review data, weigh options, and help shape the final plan. The final Power Supply Strategic Plan and executive summary were published in June 2026 and presented at a joint BPW / City Council meeting on June 11.

What Comes Next

With the plan complete, Zeeland BPW will move into implementation, guided by four key next steps. The utility will first evaluate local and regional power supply options to identify solutions that balance reliability, affordability, and long-term flexibility. From there, the team will advance project development through planning, permitting, procurement, and infrastructure assessments. Selected strategies will then be implemented through contract execution, infrastructure improvements, and integration into the existing power supply portfolio. Looking further ahead, Zeeland BPW will continue to maintain a flexible, diversified portfolio strategy by monitoring regulatory changes, pursuing partnership opportunities, and evaluating emerging technologies and industry trends.

Moving forward, we will use that roadmap to make strategic decisions that balance reliability, affordability, and long-term sustainability while ensuring Zeeland's electric customers continue to receive the reliable service they depend on."
