Job Description
The Facilities Maintenance & Energy Manager is responsible for the operation, maintenance, and strategic planning of campus facilities, infrastructure, and utility systems, with a strong focus on energy management, efficiency, and sustainability initiatives. This role integrates day-to-day facilities operations with long-term campus facility and infrastructure master planning, utility cost management, HVAC controls modernization, and electrical metering strategies. The position ensures that campus buildings and systems operate safely, efficiently, and sustainably while meeting regulatory, fiscal, and institutional requirements.
Facilities Operations and Maintenance
This position will lead a team that will be responsible for:
- Conducting ongoing assessments of campus facilities, infrastructure, and energy systems to identify repair needs, efficiency improvements, and long-term maintenance priorities.
- Maintaining the operation and condition of building systems—including HVAC, electrical, plumbing, and controls—to ensure safe, reliable, and energy-efficient performance.
- Inspecting facilities and responding to work orders to address maintenance and operational issues in a timely and cost-effective manner.
- Planning, scheduling, and monitoring preventive and corrective maintenance activities to support system reliability, asset longevity, and reduced energy consumption.
- Ensuring buildings, infrastructure, and installed equipment are maintained in accordance with applicable codes, standards, and sustainability best practices.
Energy Management and Sustainability
- Lead campus energy management initiatives focused on reducing energy consumption, controlling utility costs, and improving system performance.
- Manage utility-related programs, including utility commodity gas purchasing, usage tracking, and contract coordination to support cost-effective procurement.
- Oversee energy usage analysis and reporting using electrical metering and building system data to identify optimization opportunities, benchmarking, and sustainability reporting.
- Plan, implement, and manage HVAC controls upgrades and modernization efforts to improve efficiency, occupant comfort, and operational reliability.
Strategic Planning and Capital Planning
- Participate in and support long-term campus facility and infrastructure master planning efforts with an emphasis on energy performance and sustainability.
- Develops long-range maintenance, renewal, and replacement plans for buildings, utilities, and infrastructure by evaluating facility and equipment conditions, analyzing lifecycle cost and energy impacts, and preparing budgetary recommendations for repair, replacement, upgrade, or efficiency improvements.
Budgeting, Procurement, and Reporting
- Monitor departmental and energy-related budgets to ensure fiscal accountability and alignment with institutional priorities.
- Review invoices to ensure proper authorization, accurate account coding, and compliance with procurement and financial controls.
- Determine material, supply, and repair part requirements; obtain bids and procure materials and services in support of maintenance, energy, and sustainability initiatives.
Supervision and Workforce Management
- This position will lead a team of 13 technicians in the areas of carpentry, HVAC, plumbing, and electrical.
- Ensure maintenance personnel are properly trained in their respective trades and cross-trained as operational and sustainability needs require.
- Promote best practices related to energy-efficient operations, preventive maintenance, and safe work practices.
- Utilize a computerized maintenance management system (CMMS) to assign work, track productivity, and coordinate with other campus teams.
- Ensure staff, tools, and financial resources are used efficiently to support operational, energy, and sustainability objectives.
Contractor and Project Coordination
- Coordinate and oversee contractors engaged in maintenance, energy efficiency, controls, metering, and minor capital improvement projects.
- Ensure contractor work complies with safety requirements, sustainability goals, quality standards, and project schedules.
Campus Coordination and Leadership
- Participate in a rotating on-call management schedule and maintain flexible working hours to meet operational and project demands.
- Meet with campus personnel, committees, and stakeholders related to facilities, energy, and sustainability initiatives as designated by the Director.
- Represent or substitute for the Director at meetings as required.
- Perform other duties of a similar nature as assigned.
Qualifications
Required Qualifications
- Bachelor’s degree in Facilities Management, Engineering, Energy Management, Construction Management, or a related field; equivalent combinations of education and experience may be considered.
- Seven to ten years of progressively responsible experience in facilities operations, engineering, utilities, or a closely related field.
- Demonstrated leadership and team-building skills with the ability to effectively manage and motivate professional, technical, and skilled trades staff.
- Working knowledge of budgeting principles related to both operational and capital expenditures, including experience developing annual spending plans and supporting multi-year (three- and five-year) forecasts.
- Strong problem-solving skills with the ability to analyze complex operational, technical, and organizational issues and develop effective solutions.
- Strong verbal and written communication skills, with the ability to communicate technical information clearly to diverse audiences.
- Working knowledge of the operation and maintenance of building and infrastructure systems, including refrigeration, air conditioning, generators, plumbing, electrical systems, security systems, and boiler plant systems.
- Demonstrated knowledge of applicable building codes, life safety requirements, ADA standards, and institutional safety practices.
- Ability to meet the physical requirements of the position, including passing a background check and physical examination, with no physical limitations that would inhibit job performance.
- Demonstrated ability to work collaboratively as a team player while effectively motivating and guiding others.
Preferred Qualifications
- Experience in campus, healthcare, government, or similarly complex multi-building environments.
- Experience supporting or leading energy management, sustainability, or utility optimization initiatives.
- Familiarity with HVAC controls platforms, electrical metering systems, and utility data analysis tools.
- Experience coordinating capital renewal, deferred maintenance, or infrastructure improvement programs.
- Professional certifications such as Certified Energy Manager (CEM), Certified Facility Manager (CFM), or related credentials.
Physical Demands
This position requires remaining in a sitting or position for frequent periods of time; sometimes includes crouching, bending, and having to work in confined spaces or on ladders. This position often works in non-climate controlled spaces. Occasionally involves moving and lifting items over 25 pounds; frequently will move between different offices/workspaces/buildings; and requires effective communication abilities.
